Paraguay municipal election preparations
Overview
In preparation for the municipal elections scheduled for October 4, the Tribunal Superior de Justicia Electoral (TSJE) in Paraguay has moved through several technical and logistical stages. Initially, the TSJE completed the technical verification of candidate data and a judicial audit of electoral materials to ensure the integrity of voting kits. On September 25, the TSJE announced the conclusion of this judicial audit, which included testing voting machines, checking pendrives, and verifying codes. While the process has faced criticism from Senator Éver Villalba regarding the security of software updates, the TSJE has transitioned into active deployment.
As of late September, the logistics operation is in full swing. TSJE President Jorge Enrique Bogarín González and Minister Jaime Bestard have overseen the mobilization of 17,992 voting machines, which include 14,711 units for polling stations, 2,094 contingency units, and 1,187 units for training. The deployment involves the distribution of 14,711 electoral briefcases to 1,187 polling stations across 263 districts.
This large-scale movement is being coordinated with the National Police and the Armed Forces, utilizing a fleet of 539 medium vehicles and 130 vans. Distribution efforts have covered multiple departments, including Alto Paraná, Itapúa, Concepción, and Caaguazú, as the TSJE works to ensure all materials reach their destinations ahead of the October 4 vote.
