Paraguayan Comptroller General selection process

Ultimately, the Chamber of Deputies elected Camilo Benítez as Comptroller General and Armindo Torres as Sub-Comptroller for the 2026–2031 term. This outcome consolidates control of the Comptroller General of the Republic (CGR) by the ruling Honor Colorado (ANR-HC) movement. Torres, formerly the director of Sworn Declarations at the CGR, secured his appointment with 49 votes following the departure of Augusto Paiva.

Benítez’s reelection was facilitated by 14 deputies from the Authentic Radical Liberal Party (PLRA) who voted against their party’s official leadership directive, allowing the ruling coalition to reach the 64 votes required. Opposition members criticized the process, alleging that candidates were not permitted to present proposals to the plenary before the vote. Torres has defended his technical rigor against claims that his appointment was intended to protect President Santiago Peña.
