Despite these economic advancements, technical and political hurdles remain. In Brazil, efforts to improve navigation in the northern section to facilitate iron ore transport from Mato Grosso do Sul have slowed due to political issues. Meanwhile, the new concessionaire aims to reach a 40-foot draft depth ahead of schedule through dredging and buoying to adapt to post-El Niño conditions, though specialists warn that such acceleration requires updated environmental and economic evaluations.

Environmental and legal concerns continue to shadow these expansion efforts. Teresa Sastre, head of Uruguay’s National Water Directorate (Dinagua), has warned that large-scale projects like dredging and channel straightening could fundamentally alter hydrological regimes, increase turbidity, and threaten migratory fish and the food security of riparian communities. Additionally, in Argentina, legal proceedings persist regarding ‘irreversible damage’ to the river in San Nicolás caused by pollution from the company Atanor.
