Phu Tho land database and stalled project resolution
Overview
Phu Tho province is conducting a 180-day intensive campaign to clean and enrich its land database across 148 communes and wards. The initiative aims to establish a modern, synchronized digital system to support administrative reform and digital transformation in the natural resources and environment sector.
As of late August 2026, authorities had synchronized spatial data, attribute data, and scanned records for 926,308 land parcels, representing 68.69% of the 1,348,538 total parcels. While 738,472 parcels meet the technical criteria of being “correct, sufficient, clean, and live,” significant work remains. Specifically, authorities must cross-reference residential data for over 187,000 parcels and complete synchronization for an additional 422,230 parcels.
Parallel to the database digitalization, the province is working to resolve 13 long-standing stalled projects to unlock economic resources. These projects involve complex legal histories across various regulatory sectors. Eight projects are undergoing review under specific mechanisms to address legal violations that occurred before the 2024 Land Law took effect. Additionally, five projects may qualify for special policies under Resolution No. 29/2026/QH16 to resolve issues stemming from inspections and court rulings.
