Podgorica City Assembly governance crisis

Entities: Saša Mujović · Anđela Mićović · Srđan Perić · Podgorica City Assembly · City Assembly of Podgorica

Overview

On 29 July 2026 the Podgorica City Assembly rejected Mayor Momir Mujović’s annual report and several service reports, prompting opposition councilors to question the majority’s right to govern and to call for criminal complaints over alleged procedural breaches.

Two days later, Assembly chair Anđela Mićović accused President Srđan Perić of arbitrarily blocking appointments to the Housing Agency and the KIC, and the Democratic Party of Socialists demanded the resignation of former mayor Saša Mujović, arguing that his loss of a parliamentary majority stripped him of legitimacy. The opposition’s push to oust both the assembly president and the former mayor underscored a deepening governance crisis.

On 1 August 2026 the Assembly voted on the mayor’s 2025 annual report: 55 members were present, 24 in favour and 31 against. Opposition parties (DPS, ES, SEP, DNP) rejected the report, outlining three possible paths – maintaining the status‑quo with Mujović remaining in office, a voluntary resignation if he submits a request approved by the Assembly, or a forced removal requiring a unified opposition vote. Amid the political turmoil, Mayor Saša Mujović announced an accelerated schedule for the Vojislavljevića Boulevard revitalisation, aiming to complete the project by year‑end as part of a broader plan to pedestrianise the city centre and expand green space.
