Podgorica urban development and environmental initiatives

Overview

Podgorica has introduced several initiatives aimed at improving urban mobility and environmental sustainability. During the WB Adapt conference, Mayor Saša Mujović announced plans to combat traffic congestion and inefficient land use by allocating 200,000 euros for bicycle subsidies and launching a bike-sharing system in January 2027. The city is also focusing on enhancing public transport through real-time tracking and affordable fares. In addition to mobility, the city is navigating the implementation of the Green Agenda for the Western Balkans. While Montenegro has progressed in adopting environmental laws and strategic documents, experts indicate that full implementation remains a challenge due to competing priorities in European integration processes, specifically Chapter 27 negotiations. Regarding municipal assets, the Agency for Construction and Development in Podgorica is managing 203 municipal business premises. Currently, 191 spaces are leased, leaving only 12 vacancies located primarily in Blok 9, Zabjelo, and parts of the city center. These municipal spaces generate an annual rental income exceeding 1.1 million euros. Recent discussions between Mayor Mujović and the University of Montenegro have focused on expanding infrastructure to support the growing university complex. Proposed projects include the ‘Uni stan 3’ initiative, which involves constructing a three-story garage with over 800 parking spaces near University Park, with construction expected to begin in early 2027. Other planned developments include the revitalization of the Tološka šuma green space and the construction of a new road, tentatively named Nova BB, to connect Bulevar with Ljubljanska Street. To address issues in overcrowded areas like Zabjelo, Ljubović, and the Zabjelo 8 zone, the Agency for the Development of Local Planning Documents has proposed a strategic shift. Prosecutor Andrija Babović stated that infrastructure, including schools, kindergartens, parks, and roads, must be planned before new residential blocks are constructed.
