Polish police operations against illegal goods
Overview
Polish law enforcement has conducted several operations targeting the seizure of illegal goods and contraband lacking required excise markings.
In late September 2026, police operations in Otwock and Legnica resulted in the discovery of an illegal marijuana plantation and the seizure of over 13,000 illegal disposable e-cigarettes. In Otwock, officers discovered 35 cannabis plants weighing over 3.5 kilograms, which were reportedly intended for sale to students at local primary schools in Józefów. In Legnica, authorities estimated the potential loss to the state treasury from the e-cigarette seizures could exceed 2 million PLN.
In Piekar Śląskie, police seized approximately 25 kilograms of illegal tobacco from a 34-year-old man following a tip-off. The contraband was found in the suspect’s car, basement, and garage. The individual was apprehended after attempting to flee from officers and faces potential fines and imprisonment; authorities estimate the tobacco could have caused a loss of approximately 30,000 PLN to the State Treasury.
On September 25, a joint operation by the Warmian-Masurian Customs and Tax Office and the Olsztyn Provincial Police in the Mazowieckie Voivodeship targeted illegal excise goods. Officials raided warehouses and seized approximately 8,500 e-cigarettes containing over 196,000 ml of liquid. A 32-year-old Indian citizen was detained during the operation and faces criminal charges for fiscal crimes. The estimated loss to the state budget from these goods exceeded 902,000 PLN.
In October 2026, authorities dismantled an illegal cigarette factory in the Wołów district. Following a truck inspection near Szamotuły that uncovered nearly 10 million unstamped cigarettes, investigators raided a production site. Law enforcement seized approximately 14.6 million cigarettes, over 8.5 tons of tobacco leaf, and a complete production line. Twenty individuals, including 14 Paraguayan citizens and four Polish citizens, were arrested. Authorities estimate the potential tax loss exceeded 31 million PLN.
