Polish social welfare and benefit programs

Overview

Poland has implemented various state-funded social benefit programs targeting childcare, disability, and elderly care. The ‘Aktywny Rodzic’ (Active Parent) program, or ‘babciowe’, has provided over 11 billion PLN to support 680,000 children through three paths: ‘Aktywni rodzice w pracy’, ‘Aktywnie w żłobku’, and ‘Aktywnie w domu’. While providing significant aid, experts note that effectiveness depends on expanding social infrastructure, such as nurseries, to increase enrollment rates. Regarding disability and elderly care, support benefits for persons with disabilities in 2026 may range from 792 PLN to 4,352.68 PLN monthly. Seniors over 75 receiving pensions are eligible for a nursing allowance, set to reach 366.68 PLN monthly starting in March 2026. Additionally, the ‘Mama 4 plus’ program, managed by ZUS, provides supplementary pensions for those who raised at least four children, with average monthly payments of approximately 1,078.95 PLN as of July 2026. Legislative developments include a proposal to the Sejm to restructure the ‘800 plus’ program, replacing the fixed rate with a formula linked to the average national gross salary and the number of children. Furthermore, the Ministry of Family, Labour and Social Policy is proposing amendments to the Labour Code to extend paid parental care leave eligibility from children up to age 14 to age 18. In October 2026, the Ministry introduced legislative project UD484, which seeks to provide an additional 60 days of paid care allowance for parents of seriously ill children under 18. This benefit would be granted independently of existing limits, potentially allowing for up to 120 days of care per year. The decision for the additional allowance would rest with physicians based on the child’s health status.
