The Polish telecommunications market is undergoing a strategic transition toward maximizing customer value as user growth potential reaches its limits. According to a report by PMR Market Experts by Hume’s, operators are increasingly utilizing service bundling—including digital services like VOD and SVOD—to drive growth. By the end of 2025, bundles are expected to account for 58 percent of all telecommunications services in the country.
This market shift is characterized by a ‘more-for-more’ strategy, where rising prices and increased Average Revenue Per User (ARPU) drive value. In support of these evolving service needs, major infrastructure developments are occurring.
As of late 2026, the operator Plus, managed by Polkomtel, has entered a binding agreement with Cellnex and Towerlink to execute a major modernization and expansion of its mobile infrastructure. The project aims to increase the number of points of presence by approximately 5,000 by 2041. This initiative involves a complete replacement of the active radio access network (RAN) layer using Nokia and Ericsson equipment. The expansion is designed to enhance 5G capabilities across the 700 MHz, 2100 MHz, 2600 MHz, and 3.6 GHz frequency bands through technologies such as Massive MIMO and active antenna systems.
This infrastructure overhaul follows a period of competitive volatility. In the first half of 2026, mobile number portability data indicated that while Orange led with a positive balance of 36,894 numbers, Plus experienced a loss of 67,675 numbers. The modernization is intended to improve network coverage, capacity, and cost efficiency to strengthen the operator’s market position.
