Polish traffic law enforcement and regulation updates
Overview
Polish authorities have intensified enforcement actions regarding road safety and traffic violations. Initially, police issued warnings concerning the improper placement of mobile phone holders. Drivers using mounts that obstruct the windshield or restrict the field of view face fines between 500 PLN and 3,000 PLN, and potential seizure of vehicle registration certificates. Recent enforcement has clarified penalties for mobile phone usage. Holding a phone to listen to calls, texting, or browsing the internet can result in a 500 PLN fine and 12 penalty points. These regulations apply even when a vehicle is stationary at a red light or stuck in traffic, as the driver is still considered to be “participating in traffic.”
Subsequent enforcement efforts have focused on speeding and dangerous driving. Notable incidents include motorcyclists being stripped of licenses and receiving heavy fines for traveling significantly above speed limits. Law enforcement continues to target high-risk driving through the use of unmarked vehicles and video recorders to reduce fatalities.
As of September 2026, new regulatory changes for novice category B drivers have taken effect. A mandatory probationary period is in place: two years for those obtaining licenses after age 18, and three years for those under 18 (ending at age 20). This period enforces a strict 0.0 blood alcohol limit. Drivers under 18 are restricted to driving within Poland and must be accompanied by a qualified supervisor—at least 25 years old with a license held for five years—for the first six months. Additionally, minors are prohibited from engaging in commercial transport, such as taxi services, until they reach adulthood. New provisions also mandate that drivers exceeding 12 penalty points must undergo practical training, and violating a license suspension can now result in a five-year revocation of driving privileges.
