Portugal public transport pass expansions
Overview
The Portuguese government and the Lisbon Metropolitan Area (AML) have introduced various public transport pass options to cater to different user groups.
Initially, the government highlighted initiatives to assist students and commuters, such as the ‘Passe Gratuito Jovem’, which offers free access to buses, metro, and urban trains for individuals aged 4 to 23. Additionally, the ‘Passe Ferroviário Verde’ was promoted as an affordable 20-euro monthly option for regional and interregional rail services.
Following these measures, the AML Metropolitan Council approved new ‘Navegante’ ticket options specifically for tourists and event attendees. These include one-day, three-day, and five-day passes, as well as a ‘Navegante eventos’ pass. Emanuel Costa, the metropolitan first secretary, noted that the initiative seeks to position public transport as a “natural entry point for visitors” rather than a service solely for residents. The new fare structure includes a 15-euro one-day pass, a 27-euro three-day pass, and a 37.50-euro five-day pass. Revenue from these tickets will be distributed monthly to operators based on the proportion of trips performed.
Furthermore, the ‘Passe Ferroviário Verde’ has been expanded to include urban train services in Lisbon and Porto. This allows the 20-euro pass to cover the entire CP national network—including Urban, Regional, InterRegional, and Intercidades services (excluding Alfa Pendular)—with availability in 30, 60, and 90-day durations. In response, the Portuguese Communist Party (PCP) has proposed extending the 20-euro price to intermodal passes like Navegante and Andante, making passes free for citizens over 65, and expanding services to all intermunicipal communities.
