Portugal's Volta scheme: expansion, privacy, and logistics

Overview

Portugal’s Volta deposit-return system, launched on 10 April 2026, has seen rapid growth, collecting over 305 million single-use beverage containers within its first five months. By September 2026, the system was processing an average of approximately five million containers per day, or more than 3,400 containers per minute. While the number of returns tripled in the two months leading up to September, the network has expanded to include 3,000 automatic Volta Points in supermarkets and hypermarkets, alongside manual collection solutions for smaller shops.

To address high-volume needs, SDR Portugal is expanding its specialized ‘Volta Kiosks’ for the hospitality sector. Seven kiosks are now operational in locations including Albufeira, Barcelos, Cascais, Funchal, Ponta Delgada, Portimão, and Vila Nova de Famalicão. An additional five kiosks are currently being implemented in Almada, Aveiro, Mafra, Oeiras, and Vila do Conde. These high-capacity machines can process approximately 120 items per minute, and SDR Portugal maintains a long-term goal of deploying 50 such kiosks across 38 municipalities nationwide.

Operational and legal challenges remain part of the landscape. Municipalities in Faro, Loulé, and Funchal have reported increased street litter and higher cleaning costs due to citizens overturning containers to retrieve the €0.10 deposit. In the Coimbra region, the Intermunicipal Council (CIMRC) has criticised the waste-collection concession ERSUC for repeated failures in 36 municipalities. Additionally, legal and privacy concerns persist regarding whether consumer identities and purchase histories can be linked to refunds.
