Provincial tax relief measures expand in Argentina

In early July 2026 Argentine provinces launched fiscal concessions to ease pressures on businesses and households. Misiones halted advance Gross Income tax payments, helping roughly 16,500 firms and saving about 10 million pesos annually. Chubut introduced a "tax‑zero" regime for construction, exempting Gross Income and Stamp taxes, and removed Stamp tax on debt refinancing to lower financing costs for households and SMEs.

Entre Ríos later approved a package targeting small commercial operators. The bill exempts monotributistas in categories A‑C from Gross Income tax, waives the 12th Unified Monotributo quota and eliminates Stamp tax on new or renewed commercial contracts, costing an estimated 3 trillion pesos and benefiting around 77,800 taxpayers. An accompanying energy‑bill incentive credits the fixed charge on electricity bills for qualifying users through 2026. Critics note the exclusion of many small‑ and medium‑size enterprises.

A subsequent update confirmed the Entre Ríos measures would remain in force until 31 December 2026, with a possible extension into 2027, while commercial groups continued to argue the relief is insufficient.

On 27 July, La Rioja announced a tax moratorium covering four provincial taxes. The program offers a 100 % interest waiver for cash‑settled debts and scaled interest reductions for installment payments, applying to debts incurred up to 30 June and initially running until 30 October, with a possible 120‑day extension. The moratorium aims to further reduce fiscal burdens for provincial taxpayers.

These actions illustrate a widening provincial push across Argentina to provide targeted tax reductions, each province tailoring scopes and beneficiaries while facing criticism over the adequacy and coverage of the relief.
