Public administration reform in the Balkans

Overview

Minister of Public Administration Goran Minçev has introduced a series of reforms aimed at restructuring the civil service through performance-based incentives and professional development.

In late September, Minçev announced a new reward and sanction system for public administration, scheduled to begin implementation on October 1. Under this framework, employees will be rewarded for results starting in 2027, while those failing to meet duties will face sanctions. The transition includes competitions for 20 high-level leadership positions by the end of the year and requires the harmonization of approximately 60 existing laws.

By mid-October, the focus expanded to include professional capacity building. Minçev outlined a roadmap for the establishment of the Academy for Professional Training and Education of Administrative Staff, intended to serve as a permanent mechanism for development. The Academy is expected to begin operations in early 2027, supported by institutional cooperation with the Regional School of Public Administration (REPA) to integrate regional expertise into the domestic reform process.
