Overview

Public transport in Mexico continues to face rising levels of theft and violence. In the Puebla metropolitan area, security heat maps show criminal activity is concentrated during peak hours along specific transit corridors. Within the RUTA system, Line 3 (Valsequillo – CAPU) reports the highest incidence of crime at 46%, followed by Line 2 at 38% and Line 1 at 16%.

Violence has escalated in recent incidents. On August 15, two armed individuals robbed a Ruta 27 bus in the Anexo La Loma neighborhood; three passengers were wounded by gunfire after one attempted to resist the robbery. This follows an armed robbery on the Mexico-Puebla highway involving a vehicle traveling from Chalco to Pantitlán, where passengers were ordered to ‘lower their heads to avoid being shot.’

On August 17, the region saw a surge in violence including an armed attack at a tire shop in the Santa María neighborhood, allegedly linked to extortion, which injured three employees. On the Puebla-Veracruz highway, an attempted hijacking of a Frío Express tractor-trailer led to a police pursuit, during which two construction workers from JIMA were struck by gunfire. Authorities reported that two suspects were detained following that confrontation.

In response to the surge in transit-related crimes, the Puebla Secretariat of Mobility and Transport (SMT) has launched the ‘Transporte Seguro’ operation. This initiative involves coordinated surveillance by State Police on high-risk routes, particularly those serving students, to mitigate robberies and assaults in the metropolitan area.
