Rail Baltica infrastructure project development
Overview
The Baltic states have agreed to extend the deadline for the first phase of the Rail Baltica project to 2034, after determining the previous 2030 target was unrealistic. The project is considered a strategic priority for economic competitiveness and European military mobility.
While the regional deadline has shifted, Lithuania intends to maintain its original goal of completing the rail line from Kaunas to Panevėžis by 2030. Lithuanian Transport Minister Juras Taminskas reported that while the European Parliament supports the project and discussions are underway to secure funding from the 2028–2034 EU budget, the initiative is experiencing delays and rising costs. Taminskas noted that Lithuania is taking legal measures to rectify defects caused by potential contractor errors in certain sections.
In contrast, Latvia faces greater uncertainty. Latvian Transport Minister Rihards Kozlovskis stated that the new government must re-evaluate the project’s feasibility within the upcoming national budget due to geopolitical shifts and unpredictable EU funding levels. While Estonia remains on schedule alongside Lithuania, Latvia’s progress is currently stalled.
The first stage of the project, which aims to connect Tallinn, Riga, Vilnius, and Warsaw, is estimated to cost 15.3 billion euros due to delays and cost increases.
