Security breaches and infrastructure updates in Rio

Overview

The leadership of the Rio Grande do Norte State Penitentiary Administration underwent significant changes following security breaches and controversies. The removals of Secretary Helton Edi Xavier da Silva and Deputy Secretary Arméli Marques Brennand followed a July incident where 11 inmates escaped the Rogério Coutinho Madruga penitentiary by digging through a toilet pipe. Further scrutiny arose after a video surfaced showing Deputy Secretary Brennand conversing with an inmate from the Comando Vermelho criminal faction regarding inmate discipline and intimate visits. In response, the state government appointed retired Military Police Colonel Raimundo Aribaldo Mendes de Souza as the new Secretary. While the state secretariat characterized the changes as occurring within ‘administrative normality,’ Brennand suggested her dismissal might be a ‘smoke screen’ to prevent investigations into alleged human rights violations, including issues with healthcare, supplies, and reports of torture.

Security challenges persisted into late 2026. Data from the State Secretariat of Penitentiary Administration (Seap) indicates that between May and September 2026, the system recorded at least seven escape incidents involving 27 inmates. While 14 fugitives have been recaptured, 13 remain at large. Most recently, on September 28, seven inmates fled the Nova Cruz Public Jail; two were recaptured, but five remain at large.

To address these issues, the state initiated construction of a R$ 7.1 million provisional detention center at the Alcaçuz Complex to provide 189 new spaces. Additionally, Seap is expanding training for prison police through the Penal Police Academy (Acadepen) to standardize escort procedures. However, the Public Ministry has launched investigations into infrastructure failures at the Alcaçuz Complex, where electrical issues have reportedly disrupted medical services and caused sewage overflows.
