Romania educational administrative reforms

Overview

The Romanian Ministry of Education is implementing administrative and methodological changes, including a proposed framework for the 2027–2028 school year to adjust admission averages for various student profiles.

A national competition for school director and deputy director positions commenced on October 13, 2026. The first stage, a standardized competency test, resulted in a 69.05% national passing rate. In Suceava, 75 candidates were eliminated, leading to calls for caution from local officials, while in Bucharest, some educators criticized the 60-minute time limit for the 20-item test as insufficient.

The competition progressed on October 20 with a second written examination focused on management and school legislation. Results indicated a high national success rate, with 519 out of 600 candidates passing. However, the process has since faced significant scrutiny.

In Gorj County, police have opened an ‘in rem’ criminal investigation into potential fraud following reports of irregularities at a testing center in Târgu Jiu. Education Minister Sorin Costreie stated that the competition will proceed legally while undergoing analysis to address organizational errors, technical issues, and procedural ambiguities. Costreie also noted a declining interest in leadership roles, citing increased responsibilities without proportional salary increases.

Nationally, over 4,600 candidates have passed the initial competency tests, with a final promotion rate of approximately 69.11% after appeals. The Ministry is considering a new competition session in January 2027 to fill remaining vacancies. Final administrative evaluations and interviews were expected to conclude by December 9, 2026.
