Romanian seaside resort development and standards

Overview

The development of Romanian seaside resorts is characterized by a long historical foundation and modern environmental certification efforts.

Historically, areas such as Eforie and Costinești established themselves as significant tourist hubs. Eforie’s development began in the late 19th century following the construction of the Movilă Hotel and the utilization of medicinal mud from Lake Techirghiol. Costinești, while having ancient roots, transitioned from a small fishing village to a notable resort area.

In recent developments, the Romanian coast has focused on meeting international sustainability standards. For the 2026 season, the Ministry of Economy, Digitalization, Entrepreneurship and Tourism announced that five beaches received the ‘Blue Flag’ certification. These locations include Axxis Nova and Phoenicia in Năvodari, Azur and Citadel in Eforie Sud, and Phoenicia Blue View in Olimp.

To earn this label, beaches must satisfy 33 specific criteria across four categories: environmental management, water quality, safety and services, and environmental education and information. While the number of certified beaches in Romania has declined from seven in 2024 to five in 2026, efforts toward future compliance continue. For instance, Dharma Beach in Eforie Sud is currently in a pilot phase to meet the requirements for the 2027 edition.
