Russia-South Asia security diplomacy

Overview

Russia has intensified its diplomatic engagement in South Asia to address regional security concerns, particularly regarding tensions between Pakistan and Afghanistan.

Russian Interior Minister Vladimir Kolokoltsev conducted a landmark visit to Islamabad, the first of its kind for a Russian interior minister. During this visit, Kolokoltsev met with high-level officials, including President Asif Ali Zardari and Field Marshal Syed Asim Munir, to discuss bilateral security cooperation and counterterrorism efforts.

Simultaneously, Russia expanded its outreach by engaging other regional actors. Russia’s Foreign Intelligence Service director, Sergey Naryshkin, met with the Taliban’s intelligence chief, Abdul Haq Wasiq, in Kabul. Moscow has expressed a willingness to serve as a peace broker between Islamabad and Kabul if requested. Additionally, Russia and India held their seventh round of security consultations in New Delhi to discuss regional developments involving Afghanistan and Pakistan.

Analysts suggest this diplomatic movement is driven by Moscow’s growing concern regarding the Islamic State Khorasan (IS-K), an extremist group linked to major attacks in Kabul, Iran, and Russia. Russia is seeking to deepen ties with the Taliban to curb IS-K activity. In exchange for security cooperation and potential diplomatic recognition, the Taliban are reportedly seeking Russian military hardware, such as drones, to bolster defense capabilities against Pakistan. Omar Samad of the Atlantic Council described these warming relations as a “regional reorganization with several layers” intended to create an Afghan buffer zone.
