San Luis Potosí municipal water and fiscal oversight
Overview
In San Luis Potosí, Deputy Luis Fernando Gámez Macías has proposed a reform to the state’s Political Constitution to mandate that municipal governments allocate at least 15% of their annual treasury to water and drainage infrastructure. This initiative aims to protect investments in potable water, sewage, and wastewater treatment by preventing administrations from diverting funds to non-priority areas. As fiscal oversight continues, Gámez Macías, acting as president of the State Congress Oversight Commission, has urged municipal presidents to exercise caution regarding public spending. This warning follows announcements from several mayors regarding plans to seek credit to meet year-end financial commitments. Gámez Macías emphasized that the Legislative Power and the State Superior Oversight Institute (IFSE) will closely monitor municipal finances, particularly as the public demands accountability during an election year. Regarding water services, the deputy stated that any proposed increases in tariffs by water operating agencies must be supported by “strict technical criteria and justifications.” Following these calls for technical rigor, Governor Ricardo Gallardo Cardona rejected a proposed 8 percent increase in water tariffs for 2027. The rejection followed a vote by Pascual Martínez Sánchez, head of the State Water Commission (CEA), who argued that the proposed Interapas rate hike lacked sufficient technical and economic justification. The Governor stated that rate increases are unjustifiable while residents continue to face water shortages and reaffirmed a commitment to a proposal that would exempt senior citizens from paying for water services. Adding to the fiscal tension, San Luis Potosí Mayor Enrique Galindo Ceballos reported a financial crisis at the municipal water utility, Interapas. He stated that the state owes the organization nearly 300 million pesos, contributing to a broader debt exceeding 400 million pesos that has persisted for four years. This debt has reportedly hindered the maintenance and rehabilitation of over 170 water wells.
