Official data from Peru’s Ministry of Education indicates a significant rise in school violence, with 11,791 cases reported nationwide between January 1 and August 31, 2026. These reports include 5,187 cases of physical violence, 4,545 cases of psychological violence, and 2,059 cases of sexual violence.
In the La Libertad region, the SíseVe platform recorded 530 cases between January and August 2026, primarily in public secondary schools. Approximately 59.81% involved aggression between students, while 40.19% involved violence committed by school staff. In Cusco, the Local Education Management Unit (UGEL) is investigating three alleged cases of sexual violence, including an investigation at the Gran Unidad Escolar Inca Garcilaso de la Vega that has led to administrative proceedings against four teachers.
In response to recent incidents, such as those at the Liceo Naval Almirante Guise, Education Minister José Antonio Chang announced new measures to address violence and infrastructure. The Ministry of Education (Minedu) is developing disciplinary regulations that would allow authorities to implement graduated sanctions, including the physical separation of violent students from classrooms via alternative basic education or remote learning.
Additionally, Minedu plans to regulate mobile phone and social media use in schools, following European Union models. To address infrastructure, the government aims to build or rehabilitate 500 schools annually, which includes accelerating legal actions to recover state-owned lands for new projects and prioritizing schools in precarious conditions, such as the José Olaya initial school, which has been declared uninhabitable.
