Seasonal time change management and abolition efforts
Overview
The European Union and the United States are managing seasonal time transitions for late 2026. In the EU, member states are scheduled to set clocks back one hour on the night of October 24 to October 25 to align light availability and energy savings. In the US, the transition to standard time is set for November 1, affecting regions such as Texas and El Paso.
Parallel to these scheduled changes, the European Commission has initiated steps toward the permanent abolition of seasonal time changes. This move follows public consultations where 84% of EU citizens expressed support for ending the practice. To address the ongoing stalemate regarding whether to adopt permanent summer or winter time, the Commission is conducting research to examine the economic, social, and environmental impacts to facilitate a coordinated decision. This initiative follows a 2018 proposal that has remained stalled in the Council of the European Union for eight years due to concerns over potential complications for transport, business, and international connections.
As the October 25 transition occurs, Lithuania has signaled a push for a decisive resolution. Deputy Transport Minister Lukas Paškevičius indicated that the issue will be discussed informally at the EU Transport Ministers' Council in February 2027. Lithuania aims for a European Union vote on abandoning seasonal time changes in late June 2027, coinciding with its presidency of the Council of the European Union. While a Commission study is expected in February 2027 to evaluate impacts on sectors such as agriculture and health, member states remain divided; Southern European countries have expressed a preference for permanent summer time to maximize daylight.
