Public institutions in Seongnam, South Korea, have initiated a joint ESG (Environmental, Social, and Governance) action plan for 2026, focusing on community social contribution, regional economic revitalization, and governance transparency.

The Seongnam City Council is advancing several legislative measures, including an ordinance to introduce a personnel hearing system to verify the professional capabilities and morality of heads of local public enterprises. The council also approved an amendment to expand support for aging urban redevelopment projects, ensuring special maintenance areas remain eligible for financial support.

Significant policy disputes persist. Council members have expressed strong opposition to the potential relocation of Seoul’s Tancheon Water Reclamation Center, labeling it a “NIMBY” policy that shifts environmental burdens onto Seongnam residents. Additionally, a legislative push to revive the abolished “Seongnam Youth Basic Income” program passed its first hurdle in the administrative education committee. The proposal seeks to provide up to 1 million won annually in local currency to residents aged 24 and under, though city officials argue the policy lacks a comprehensive approach to youth employment.

To support local demographics, the city is hosting the ‘2026 Seongnam Youth Job Fair’ to facilitate recruitment in engineering and research sectors. Furthermore, Seongnam is expanding welfare benefits for long-term care workers, increasing monthly allowances for over 3,300 workers starting in January. The city is also conducting child abuse prevention training for childcare and community center workers to enhance safety protocols.
