In a video message to the panel, Turkish Presidency Communications Director Burhanettin Duran described Turkey’s policy as a ‘win-win’ strategy focused on long-term capacity building. Duran highlighted the active engagement of Turkish institutions like TİKA, YTB, and the Maarif Foundation, while asserting that Turkey’s approach rejects orientalist perspectives in favor of promoting ‘African solutions to African problems.’ He reaffirmed Turkey’s commitment to Somalia’s territorial integrity and its role in institutional development.
