South Africa is experiencing a significant expansion of its digital infrastructure, driven by investments from major technology firms such as Microsoft, Amazon, and Equinix. This growth is linked to the country’s efforts to leverage its physical infrastructure for the global artificial intelligence race, with Microsoft committing R5.4 billion to expand cloud and AI capabilities by late 2027.

However, this expansion has met with increasing scrutiny regarding resource management. While South Africa hosts roughly 70% of Africa’s data center capacity, civil rights groups and the South African Human Rights Commission have raised concerns over the impact on scarce water, land, and electricity supplies. Critics have specifically highlighted the lack of transparency regarding environmental impacts and the potential strain on municipal resources, such as in Cape Town, where water scarcity remains a critical issue.

Recent developments indicate that this digital growth is now impacting the nation’s energy landscape. Following years of rolling blackouts, South Africa saw a market-driven energy recovery as private citizens and businesses invested heavily in rooftop solar, with private installed capacity growing from approximately 2,260 megawatts in mid-2022 to around 7,300 megawatts by late 2025. This stability is now facing pressure from the surge in data center investment. As a dominant AI hub for the continent, South Africa hosts 56 data centers, accounting for roughly 1% of global AI data center capacity. The high, continuous demand from these facilities is creating competition for grid access, potentially placing data centers ahead of the rooftop solar owners who drove the initial energy recovery.
