South American childhood budget trends
Overview
In Chile, reports from the Defensoría de la Niñez and UNICEF indicated that 45.7% of budget allocations specifically targeting children and adolescents decreased during the first half of 2026. While a large increase in Local Public Education Services (SLEP) mitigated the aggregate decrease to 0.1%, excluding that variation revealed a $83,654 million reduction in other programs and institutions.
By October 2026, budget proposals for the 2027 fiscal year showed different trajectories for childhood funding in the region. In Paraguay, the Ministry of Childhood and Adolescence proposed a G. 38,000 million increase, which Minister Walter Gutiérrez described as “histórico.” This proposal aims to strengthen protection services and the “Semillas del Futuro” program through investments in Comprehensive Care Centers (CAI). Additionally, the ministry is pursuing a $50 million investment with Itaipú to build and equip approximately 60 centers across 17 departments.
In Chile, 2027 budget discussions have highlighted concerns regarding the Specialized Protection Service. Although the service's overall budget is projected to grow by 6.1%, allocations for residential care and foster families are expected to decrease by nearly $22 billion CLP. Critics argue this reduction ignores the fact that residential facilities currently operate with a 31% deficit. Concurrently, the government is proposing strategies to address literacy challenges, aiming to ensure all children can comprehend text by the end of second grade by 2030 through initiatives like ‘Impulso Lector’ and improved teacher training.
Regarding education, the 2027 Budget Bill in Chile includes a 3.6% real increase for early childhood education to support nurseries and kindergartens. María de la Luz González, Executive Director of Fundación Educacional Oportunidad, noted that this increase is a step toward addressing historical funding gaps in VTF kindergartens managed by foundations, municipalities, and SLEP, targeting more than 116,000 children.
