The team, led by prosecutor Kwon Chang‑young, is probing alleged abuse of authority and obstruction of rights tied to the Seoul‑Yangpyeong highway route change that shifted the endpoint to land owned by the First Lady’s family. The inquiry follows earlier travel bans, raids on the ministry and Korea Expressway Corporation, and seizure of Won’s mobile phone. On 22 July 2026 Kim Keon‑hee was brought from detention to the comprehensive special investigation headquarters for a second round of questioning. Prosecutors are examining claims that she leveraged her position to favour interior‑design firm 21 Gram for the presidential residence project and received Dior clothing and other valuables worth about 10 million won as bribes. The probe also alleges illegal diversion of Ministry of the Interior and Safety funds and suppression of audit procedures.
