Spain Franco-era memory reckoning continues

Overview

In June 2026 scholars highlighted Spain’s uneven approach to remembering the Civil War and Franco dictatorship, noting a sparse memorial network and linking the ambivalence to the negotiated transition, the 2007 Historical Memory Law and the rise of the far‑right. The government responded by designating Campo de Aragón a Democratic Memory Site, ordering the removal of several Franco‑linked monuments—including the Santa Cruz de Tenerife statue—within six months, and expanding exhumation programmes.

On 13 July the Sociedad de Ciencias Aranzadi, backed by the Diputación de Cáceres and funded by the Secretariat of State for Democratic Memory, began an exhumation in Conquista de la Sierra, Cáceres, uncovering 15 victims. The same day 99‑year‑old activist Francisca Saraiba, a long‑time advocate for her father’s remains, died. A day later the PSOE‑Sumar government refused to label the Paracuellos de Jarama and Torrejón de Ardoz sites as “Lugar de Memoria Democrática,” sparking criticism and underscoring political friction over the early Franco legacy.

Subsequent excavations in Galicia, Cáceres, and Castell de Ferro yielded additional remains, with forensic and DNA testing planned for identification and dignified reburial. On 26 July two men executed during the Civil War in Soria—Manuel Hernández of Pozalmuro and former councilor Juan García of Iruecha—were identified through collaboration between the association Recuerdo y Dignidad and the Sociedad Aranzadi research group.

On 27 July Minister Ángel Víctor Torres ordered the removal of the Franco‑era Juan de Ávaló sculpture on Avenida Anaga in Santa Cruz de Tenerife, giving the municipality six months to comply. The local council, led by Coalición Canaria and the PP, appealed the order and sought municipal‑heritage protection, while the Association for the Recovery of Historical Memory of Tenerife denounced the monument as a symbol of the dictatorship.
