Spain and Italy end reciprocal border controls

Overview

Spain and Italy have reached a final agreement to end the suspension of Schengen border controls, resolving a diplomatic standoff that began in August following a mass migration event in the Spanish enclave of Ceuta. The crisis was originally triggered in late July by a mass migration event involving between 70,000 and 80,000 migrants from Morocco.

Following a meeting between Prime Ministers Pedro Sánchez and Giorgia Meloni at an EU summit in Brussels, Italy had initially extended its temporary checks by seven days to ensure they expired simultaneously with Spain’s restrictions on October 22. This alignment was intended to facilitate a coordinated de-escalation.

As the border checks conclude, the two nations have moved toward a framework of enhanced information sharing to maintain security within the Schengen Area. The decision to restore full freedom of movement on air and sea travel follows a telephone conversation between Interior Ministers Matteo Piantedosi and Fernando Grande-Marlaska. Instead of physical border checks, the two governments will focus on strengthening the exchange of intelligence and police information to maintain safety within the common space.

While the dispute between the two Mediterranean partners has been resolved, Italy’s border controls with Slovenia remain in effect until at least December 18, 2026, due to separate security concerns regarding migration routes.
