Spanish motorcycle safety regulation updates

Overview

The Spanish Directorate-General for Traffic (DGT) is implementing new safety regulations for motorcyclists, moped riders, and scooter operators under Royal Decree 518/2026. Effective October 1, 2026, the rules mandate that both drivers and passengers wear closed footwear covering the entire foot on all roads, effectively banning sandals and flip-flops.

Additionally, protective gloves will become mandatory for travel on interurban roads and highways. Non-compliance with the footwear or glove requirements may result in fines of 200 euros, though the amount can be reduced to 100 euros if paid within 20 days.

The regulatory updates also address standards for reflective vests, helmets, and shoulder driving. Specifically, motorcyclists will be permitted to bypass car queues by using the right shoulder of the road on certain marked stretches, provided they do not exceed a speed of 30 kilometers per hour. A grace period for certain accessories and gloves to meet official standards extends until October 1, 2027.
