Sri Lanka Dissanayake domestic agenda expands

Overview

President Anura Kumara Dissanayake’s domestic programme, launched in late July 2026, continues to broaden its scope. After unveiling a sports development plan on 22 July that links road safety, youth drug abuse prevention and preparation for the 2028 Olympics, Dissanayake met six Tamil-speaking parties on 26 July at the Parliament Complex. The parties submitted a letter requesting dialogue on land-rights restitution, the return of military-held property, deeper devolution, accountability, transitional-justice mechanisms, economic development and the release of political detainees, testing the president’s pledge for inclusive governance.

On 1 August, Dissanayake ordered a comprehensive overhaul of Sri Lanka’s regional administrative units, converting them into development-oriented bodies. This initiative includes digitising government services, reviewing over 2,000 under-utilised government buildings, and prioritising new secretariat complexes in districts such as Ampara, Batticaloa, Kegalle and Polonnaruwa. Officials are tasked with submitting a preliminary roadmap for these institutional changes following stakeholder consultations.

The agenda deepened on 3 August when the president met representatives of six Tamil and Muslim parties at the Presidential Secretariat. Discussions expanded to constitutional reform, the abolition of the executive presidency, the conduct of Provincial Council elections, and land-ownership measures for plantation workers. Dissanayake announced the appointment of a Delimitation Commission and a new authority to manage landslides.

By 9 August, a coalition of six political parties representing Tamil-speaking communities expanded its outreach, meeting with the President, the Leader of the Opposition, and the Indian Envoy. The group emphasized the need for rapid Provincial Council elections, though the coalition's proposal regarding the creation of a new Yapahuwa raised diplomatic concerns regarding the 13th Amendment.
