Sudan civilian‑led transition efforts

Overview

Mid‑May 2026 Sudanese civil‑society groups endorsed the Banjul Joint Declaration, calling for civilian protection and accountability. The Sudan Founding Alliance restructured, forming committees on politics, humanitarian aid and human‑rights challenges. In early June a Quintet of the United States, European Union, African Union, United Nations and regional partners issued a joint statement demanding an inclusive civilian‑led transition, a six‑month dialogue, a humanitarian truce and a permanent cease‑fire, warning against a military solution. The United States intensified diplomacy; adviser Massad Boulos met UN envoy Pekka Haavisto and prepared a UN Security Council address urging a cease‑fire, unrestricted aid and civilian governance.

On 4 July Foreign Minister Mohieddine Salem told the UN Human Rights Council that Khartoum was ready to join “sincere initiatives” outlined in the March 2025 roadmap and the September 2025 UN plan to dismantle the RSF, disarm combatants and launch a Sudan‑led political process.

Deputy chair Malik Agar Ayyir presented a national‑dialogue proposal calling for the state’s monopoly on arms, dissolution of non‑state militias, resolution of the SAF‑RSF dispute and recognition of external actors such as the UAE, aiming toward civilian rule and free elections. The Sudanese army conditioned any US‑backed peace effort on a full RSF withdrawal from all cities occupied since 11 May 2023, rejecting a draft that offered only limited pull‑backs. The U.S. draft also outlined a 90‑day humanitarian truce, a UN‑led mechanism for limited RSF pull‑backs in North Darfur and North Kordofan, a unified national army and a civilian transition. The army approved most elements but insisted on complete RSF exit, keeping negotiations ongoing.
