Sustainability and circular economy in Portugal
Overview
Sustainability and circular economy efforts in Portugal are advancing through organizational shifts, increased public awareness, and strategic economic planning. The Business Council for Sustainable Development (BCSD Portugal) has rebranded to reflect sustainability as a core business strategy, focusing on innovation and risk management. Concurrently, waste management entities like LIPOR are introducing educational programs regarding textile waste and biomethane production.
Research from the Behavioral Insights Unit at Católica-Lisbon SBE highlights a persistent gap between environmental awareness and actual behavior. While approximately 79.5% of citizens believe products should not harm the environment, participation in circular practices remains inconsistent. For example, while 82.8% of participants have high knowledge of the Volta System, only 36.4% use it frequently. To bridge these gaps, ENTRAJUDA and Innovagency have launched an ‘Environmental Calculator’ to help citizens quantify the CO2, energy, and water savings achieved by reusing household items. Additionally, SDR Portugal has initiated a ‘True or False’ communication campaign for its deposit and refund system to combat misinformation following the collection of over 300 million packages in five months.
Recent regional and sectoral initiatives are further expanding these efforts. In the Algarve, the ‘Internacionalizar + Algarve 3.0’ project is launching online sessions starting October 27 to demonstrate how sustainable practices can provide a competitive advantage in nature and nautical tourism. Meanwhile, Lisbon will host the 8th Green Savers Conference, ‘Leading the Sustainable Transition’, on October 27, focusing on integrating sustainability into management and addressing new European packaging regulations.
