Taguig City reclamation and land title allegations
Overview
Senator Panfilo Lacson has raised allegations regarding illegal reclamation efforts and fraudulent land titles in Taguig City. Lacson identified several parcels of land, some lacking digital records within the Land Registration Authority, and stated he would submit details to the Office of the Ombudsman for investigation.
The situation has expanded to include allegations of financial misconduct. Lacson reported that at least PHP 3.713 billion in public funds were spent on government projects, such as flood control and multipurpose buildings, located within these allegedly illegal reclamation areas along the Laguna Lake shoreline. Specific contractors were named in connection with PHP 2.372 billion of these expenditures. Lacson also alleged the existence of “ghost” projects and double appropriations involving the Taguig River.
Recent developments have escalated into a dispute between Senators Lacson and Alan Peter Cayetano. Lacson claims his investigation uncovered suspected “ghost” slope protection and flood mitigation projects along the Taguig River. The Office of the Ombudsman has confirmed it is investigating these allegations, following reports that Taguig City government personnel were arrested by the Special Action Force after allegedly attempting to prevent investigators from conducting their work.
Senator Cayetano has dismissed the allegations as a “witch hunt” and a “trial by publicity,” comparing Lacson’s incremental release of accusations to a “striptease” without concrete evidence. Cayetano maintains he is cooperating fully with the investigation and expects to be cleared.
