Tasmac operational and labor reforms in Tamil Nadu

The Tamil Nadu State Marketing Corporation (Tasmac) has initiated several operational and labor reforms. Following a pilot program in Chennai, the corporation is rolling out automated reverse vending machines across 4,068 retail outlets to manage a liquor bottle buy-back scheme. This system, prompted by Madras High Court directions to mitigate environmental impacts, allows customers to receive digital refunds for empty bottles via QR code or UPI.

Concurrently, the state government has announced significant labor reforms and welfare measures for Tasmac retail staff. Effective September 1, employees will receive salary increases following negotiations with unions. The package includes new salary structures for supervisors and salespersons, festival advances, and allowances for uniforms. Additional reforms include the implementation of eight-hour shifts, weekly days off, and paid casual leave. The government also plans to invest in modern equipment for prohibition enforcement and further digitize services through an e-governance portal.

Expanding on these digital and professional standards, Tasmac plans to mandate digital payments for all purchases exceeding Rs 500 to improve transaction transparency and reduce robbery risks. Furthermore, starting November 15, 2026, staff will be required to wear prescribed uniforms with specific color schemes. To ensure fabric uniformity, employees must purchase approved materials from state-owned Co-Optex outlets, supported by a sanctioned annual uniform allowance of Rs 6,000 per employee.

To improve retail environments, Tasmac will implement a tiered monthly shop maintenance allowance starting October 1. Replacing a previous Rs 750 petty cash provision, shops in municipal corporations will receive Rs 5,000, municipalities and town panchayats Rs 4,000, and rural or village panchayat outlets Rs 3,000. According to Managing Director K. Nanthakumar, these funds are designated for cleanliness, hygiene, and sanitation workers to prevent the collection of additional fees from customers, and cannot be used for rent, electricity, or capital expenditures.
