A forensic psychiatric evaluation noted the suspect showed “little degree of regret, despair, or shame” regarding his intentions. Prosecutor Lise Dalhaug stated that while specific targets are being investigated, the individual appears to have acted alone. The investigation is expected to conclude by the end of September.
