Overview

Turkish authorities have expanded their efforts to combat price manipulation in the fresh fruit and vegetable market. Following an investigation by the Istanbul Chief Public Prosecutor’s Office into fraudulent receipts and supply chain interference, the Ministry of Trade has imposed 215.1 million TL in administrative fines on businesses for excessive price increases.

Trade Minister Ömer Bolat announced that the crackdown targets the discrepancy where lower agricultural production costs are not being reflected in retail prices. To monitor thousands of products, authorities utilized the Hal Kayıt Sistemi (HKS) for digital data analysis, supplemented by physical inspections across 81 provinces. During the summer of 2026, provincial directorates inspected approximately 3,000 retail businesses in June, 4,000 in July, and 2,500 in August.

By October 2026, the Ministry of Trade released comprehensive results for its market inspections conducted during the first nine months of the year. Authorities inspected 360,578 companies and approximately 44 million products, resulting in a total of 2.6 billion TL in administrative fines across various sectors.

While the fruit and vegetable sector accounted for 215.1 million TL of these penalties due to identified unfair price hikes, the broader enforcement included 724.7 million TL in fines for internal trade violations—such as price gouging, automotive, real estate, and jewelry sector infractions—and 984 million TL for consumer protection issues, including contract violations and unfair advertising. Additionally, the Competition Authority issued 20.5 billion TL in fines during the same nine-month period, targeting the information technology, automotive, and food sectors.
