Turkey healthcare personnel recruitment plans
Overview
The Turkish government has outlined several large-scale recruitment initiatives for the healthcare sector. A Presidential decree published in the Official Gazette established a plan to hire 31,054 contracted health personnel for 2027, primarily for inpatient treatment services. This workforce is intended to include 25,955 specialist physicians and 5,061 physicians, alongside various other medical roles.
During a ceremony for the opening and groundbreaking of new facilities at Istanbul University’s Çapa and Esenyurt campuses, President Recep Tayyip Erdoğan confirmed that 38,000 non-physician healthcare personnel would be recruited before the end of 2026.
Following these initial outlines, the Ministry of Health announced specific details regarding the recruitment of 38,000 non-physician personnel and permanent workers to address labor shortages and improve service quality. The drive includes contracted professional roles such as nurses, midwives, and medical secretaries, which will require Public Personnel Selection Examination (KPSS) scores based on graduation levels.
Additionally, the initiative covers permanent worker roles, including cleaning staff, security guards, clinical support personnel, and patient receptionists. Unlike professional roles, these permanent positions will not require KPSS scores; instead, candidates with at least a primary school education will be selected via a lottery system conducted in the presence of a notary. To support local employment, permanent worker applicants may face residency requirements, limiting them to specific quotas within their registered provinces.
The event also marked the opening of the Çapa Internal Medicine Hospital, a 44,000-square-meter facility featuring 186 beds and 56 outpatient clinics. To maintain service continuity following earthquake safety inspections at the Çapa campus, a 300-bed hospital has been allocated to Istanbul University in Esenyurt.
