On July 24, the "Neighbourhood Search and Rescue Teams Project" equipped muhtars in Akşehir with protective gear and fire extinguishers, creating 330 volunteer rescue volunteers, while the Izmir Metropolitan Municipality began intensive certification for 110 firefighters in urban search‑and‑rescue techniques.

Three days later, on July 27, municipal administrations in Kayseri and Ankara’s Keçiören district launched occupational health‑and‑safety programs for their staff. The Kayseri municipality trained 763 employees on accident prevention and risk assessment, and Keçiören delivered a two‑day first‑aid course covering emergency medical procedures. Together, these programs illustrate a coordinated push by Turkish local governments to improve community safety, emergency response capacity, and first‑aid readiness across multiple regions.
