Turkey local disaster preparedness and infrastructure

Overview

In late July 2026, Turkish local authorities broadened disaster‑response initiatives across several municipalities. On July 24, the “Neighbourhood Search and Rescue Teams Project” equipped muhtars in Akşehir with protective gear and 6-kg ABC fire extinguishers, creating 330 volunteer rescue volunteers. Simultaneously, the Izmir Metropolitan Municipality began intensive certification for 110 firefighters in heavy-level urban search‑and‑rescue techniques. Project director Abdullah Yağcı noted that “Afetlere müdahalede ilk dakikalar hayati önem taşımaktadır” (The first minutes in responding to disasters are of vital importance).

Three days later, on July 27, municipal administrations in Kayseri and Ankara’s Keçiören district launched occupational health‑and‑safety and first‑aid programs. The Kayseri municipality trained 763 employees on accident prevention and risk assessment, while Keçiören delivered a two‑day course covering medical emergencies such as airway obstruction and burns.

By mid-August, the focus expanded to infrastructure and fleet modernization. In İzmir, the İzmir Metropolitan Municipality and the Tire Organized Industrial Zone (TOSBİ) inaugurated a new 804-square-meter fire service building to improve intervention speeds. Mayor Cemil Tugay highlighted that climate change and extreme heat increase fire risks for both forests and industrial centers. In Bursa, the Bursa Metropolitan Municipality Fire Department modernized its fleet with new Mercedes-Benz and Volvo trucks, providing technical training to personnel to ensure precision maneuvering in high-traffic and narrow areas.

On August 24, the Kayseri Metropolitan Municipality Fire Department further enhanced its technical capacity through practical training on next-generation respiratory and gas measurement equipment. Led by instructors from Dräger, the sessions covered the use of multi-gas measurement devices, dual-cylinder respiratory sets, and rescue masks. Fire Department Head Muhammet Zeyneddin Bağdat stated that integrating advanced technology with field experience aims to increase personnel safety and intervention capacity.
