Turkey motorcycle safety and vehicle cost trends
Overview
In early September 2026, Turkish Interior Minister Mustafa Çiftçi announced the 2026-2027 Motorcycle Inspection Action Plan to mitigate rising traffic risks following a 102.4% surge in motorcycle usage between 2020 and 2025. The plan focuses on education, campaigns, inspections, and legislation. Data released in mid-September shows that intensified enforcement efforts are already yielding results. Between January 1 and August 31, 2026, authorities conducted 9,891,408 motorcycle inspections, a 108% increase over the 2021–2025 average. Total vehicle inspections for the same period rose 55% to over 120 million. Minister Çiftçi noted that the goal is to “prevent rule violations and accidents before they occur,” rather than simply issuing fines. Following law amendments in February 2026, the number of penalized vehicles fell from 18.6 million to 14.4 million, even as inspection volumes grew. These efforts correlate with a decrease in traffic fatalities, with deaths from fatal and injurious accidents dropping from 3,167 in the first eight months of 2025 to 2,839 in 2026, an estimated 328 lives saved.
To bolster field operations, the Istanbul Police Department has completed a Basic Training Course for its motorcycle police teams, known as ‘Yunus’ teams. Following training in Arnavutköy, which included practical demonstrations of motorcycle acrobatics and simulated pursuit scenarios, 100 new personnel are set to begin duties across Istanbul to enhance coordination and intervention capabilities.
Simultaneously, vehicle owners face rising costs. Vehicle inspection and exhaust gas emission measurement fees are projected to increase by approximately 28 percent in 2027, following the revaluation rate. If these rates are applied, automobile inspection fees would rise from 3,288 TL to 4,208 TL, while exhaust gas emission measurement fees would increase from 460 TL to 589 TL. The official revaluation rate is expected to be determined on November 3.
