Turkey municipal social-care programs

Overview

Local governments in Turkey are scaling up services for seniors, people with disabilities, and other vulnerable residents through a “social municipal” model.

In Bozdoğan, the “Belediyen Yanında” initiative continues to deliver patient beds to elderly and mobility-impaired citizens to improve home safety. Similarly, Tekirdağ’s metropolitan municipality reported that its home-based personal hygiene services—including bathing, hair-cutting, and nail care—reached 1,712 people in the first half of 2026, surpassing the total number served in the previous year. Mayor Dr. Candan Yüceer noted the initiative ensures “no one is left alone.”

Mersin has expanded its support through both recreational and medical home-care programs. In August 2026, the Mersin Metropolitan Municipality opened an inclusive swimming pool at the Engelsiz Yaşam (Barrier-Free Living) Park. The facility offers supervised 45-minute sessions for children and adults with disabilities, particularly those aged 7–11, as part of a broader “barrier-free city” initiative.

Additionally, the Mersin Metropolitan Municipality’s Health Affairs Department provides comprehensive home healthcare across the province, from Tarsus to Anamur. These services target individuals with disabilities, those over 65 with multiple illnesses, and patients recovering from accidents. Medical support includes doctor examinations, blood tests, and wound care, while cleaning and personal grooming teams assist to reduce the caregiving burden on families. Residents can request these services via the ‘Alo 185’ line.

In Bursa, the Metropolitan Municipality has extended its social reach to seasonal agricultural workers through field visits. These efforts include providing health screenings, cleaning, and pest control, as well as organizing educational and sporting activities for children in those communities.
