UAE tax and VAT regulatory updates

Overview

The United Arab Emirates has introduced several regulatory updates to its taxation framework. Initially, the government implemented new research and development (R&D) tax credits, allowing businesses to claim annual credits of up to AED 2 million starting January 1, 2026. Simultaneously, the Federal Tax Authority (FTA) established new VAT directives for cryptocurrency transactions and amended VAT Executive Regulations via Cabinet Decision No. 149 of 2026 to enhance transparency.

Regarding the e-invoicing rollout, large businesses with annual revenues of AED 50 million or more must appoint a Ministry of Finance-approved Accredited Service Provider (ASP) by 30 October 2026, with a mandatory go-live date of 1 January 2027. Smaller businesses with revenues below AED 50 million have until 31 March 2027 to appoint a provider, aiming for a 1 July 2027 go-live. Government entities must appoint a provider by 30 October 2026 and go live by 1 October 2027. Failure to comply may result in FTA penalties of AED 5,000 for each month of delay.

The e-invoicing system utilizes a Peppol-based five-corner model known as Decentralised Continuous Transaction Control and Exchange (DCTCE), requiring invoices to be structured XML documents in the PINT AE format. Under Ministerial Decision No. 168 of 2026, the previous preliminary approval stage for ASPs has been scrapped; providers must now complete specific assessments and testing to receive full accreditation. As of October 2026, 65 ASPs have been approved.

Additionally, the FTA has launched a paperless, AI-powered VAT refund platform for tourists at major airports, including Dubai International, Zayed International, and Sharjah International, aiming to reduce processing times to one business day.
