Uganda economic Tenfold Growth Strategy
Overview
Uganda has introduced a “Tenfold Growth Strategy” aimed at expanding its economy from US$50 billion to US$500 billion. The strategy focuses on structural transformations, specifically moving from raw commodity exports to high-value production through industrialization, value addition, and sustained investment.
To achieve this, the nation is prioritizing several key sectors. Experts have identified the housing sector as a critical driver, noting that addressing a deficit of 2.4 million units could create a multiplier effect across manufacturing and trade. However, current mortgage financing remains low, accounting for less than 1 percent of GDP.
In response to these goals, the financial sector is working to mobilize capital for productive sectors such as infrastructure, minerals, oil, gas, and agro-industrialization. The Uganda Bankers Association has set a target to expand private sector credit to Shs 490 trillion by 2040. Because commercial banks alone may not meet total funding requirements, efforts are being directed toward leveraging capital markets and implementing regulatory reforms to attract domestic and international investment.
