Ugandan domestic and foreign policy initiatives

Overview

President Yoweri Museveni has focused on strengthening Uganda’s economic and administrative infrastructure through both international cooperation and domestic directives.

In diplomatic efforts, Museveni has actively sought foreign capital to drive national development. He requested increased Japanese investment, specifically targeting the agro-processing sector, and called for support in acquiring road construction equipment. He proposed that local governments obtain their own durable machinery, such as graders and trucks, to accelerate infrastructure projects. More recently, Museveni invited European investors and financial institutions to allocate more capital toward Uganda’s energy, manufacturing, infrastructure, and agricultural sectors, highlighting the continent’s growing consumer market.

To support these industrial goals, Museveni defended Uganda’s 10-year tax holiday for eligible manufacturers, arguing that such incentives stimulate job creation and local production, eventually leading to higher tax revenue through increased consumer spending. He emphasized that infrastructure projects must reduce transport costs to better link Ugandan markets with international partners.

Domestically, the President has directed the fast-tracking of new administrative units in Tororo and instructed legislators to oversee the Parish Development Model to ensure resources reach intended beneficiaries. He also issued directives regarding the protection of wetlands, ordering the relocation of occupants from protected areas.

Reflecting on economic growth during Uganda’s 64th Independence Day, Museveni noted the economy’s expansion from USD 3.9 billion in 1986 to USD 69.3 billion, projecting it could reach nearly USD 74 billion by June 2027. However, he noted that challenges like household poverty, transport congestion, and fuel price shocks remain, necessitating increased investment in railway, pipeline, and lake transport networks.
