The United Kingdom’s food system faces heightened risks from geopolitical instability, climate change, and supply chain vulnerabilities. With imports accounting for roughly 48% of the food supply, the reliance on “just-in-time” logistics models leaves the nation with little capacity to absorb disruptions. Environmental pressures continue to impact domestic and regional production, while the El Niño phenomenon threatens global production of grains, sugar, and oils.
A recent National Audit Office (NAO) report has identified specific vulnerabilities within the “cold chain” infrastructure, which manages temperature-controlled storage and transport for approximately half of all food consumed in the UK. The NAO highlighted several threats to this system, including aging facilities, rising refrigeration costs, energy dependence, cyber-attacks, and labor shortages for warehouse and HGV drivers.
The report further noted that the Department for Environment, Food and Rural Affairs (Defra) lacks detailed knowledge regarding the cold chain’s role in managing supply fluctuations. There are growing concerns that the government’s reliance on the private sector to maintain resilience during crises may be reaching its limits. Defra is reportedly “less confident” in the private sector's ability to maintain resilience without government assistance as acute risks like extreme weather and chronic risks like climate change increase. Disruption to these systems could lead to food price inflation and increased food poverty.
