US-Iran MoU implementation and diplomatic negotiations

In June, the United States and Iran signed a memorandum of understanding (MoU) intended to serve as a central component of Iran's future foreign policy. Iranian leadership, including President Masoud Pezeshkian and Parliamentary Speaker Mohammad Bagher Qalibaf, framed the agreement as a security guarantee for Iran and the region.

However, implementation has been marked by mutual accusations of violations. The United States has accused Iran of illegal toll collection and attacking commercial vessels in the Strait of Hormuz, while Tehran claims U.S. maritime routing breaches the pact.

As of August, President Pezeshkian has called for a diplomatic agreement to exit the current state of "neither war nor peace," suggesting that negotiations are currently being processed through a framework in Oman. While Oman has described talks regarding the Strait of Hormuz as "positive and constructive," Tehran has issued six non-negotiable conditions for opening the waterway, including the removal of sanctions, the withdrawal of U.S. forces, and the payment of reparations. Iranian officials have stated the Strait will remain closed until U.S. policy changes.

In response, U.S. Vice President JD Vance stated that the United States is evaluating Iran's willingness to make long-term changes to improve bilateral relations. Vance maintained that the U.S. will continue to apply pressure, noting that the administration has significantly reduced Iran's conventional and asymmetric military capabilities.
