A congressional hearing on 25 July amplified the dispute. Rep. Mark Pocan (D‑WI), who had recently visited Cuba, challenged UN Ambassador Mike Waltz over his refusal to travel to the island and urged the United States to ease sanctions. Waltz countered by citing Rubio’s Cuban heritage. The hearing highlighted the report’s political fallout in Washington and underscored calls for a more measured U.S. response toward Havana.
