Overview
U.S. Ambassador John Arrigo announced in July 2026 that more than $40 billion in American technology investment is slated for Portugal by 2031, targeting the continent’s largest AI‑infrastructure cluster and expanding data‑centre capacity to over 2.6 GW, including the 1.2‑GW Start Campus project in Sines backed by Davidson Kempner.
Google’s 7,000‑km Nuvem subsea cable was formally linked at Lisbon’s Oceanário on 21 July 2026, with landing points in Myrtle Beach (South Carolina), Bermuda, the Azores and Sines. The system carries 16 fiber‑pair routes and roughly 384 Tbps of design capacity, adding redundancy to Google’s Equiano and EllaLink links. Financing came from Google together with Portuguese operator MEO, and the inauguration was attended by Minister Gonçalo Matias and Ambassador Arrigo.
By 23 July the installation was completed, and on 26 July Google confirmed the cable would become operational in 2027, reinforcing Portugal’s ambition to serve as an “Atlantic gateway” for data‑centres, AI services and renewable‑energy‑powered computing. The Nuvem corridor is expected to boost bandwidth, resilience and support growing cloud, AI and financial‑service demand, further cementing the broader U.S.–Portugal partnership on digital infrastructure.
Portuguese ministers continue to promote the link as a catalyst for positioning Portugal as a hub for large‑scale tech investment and trans‑Atlantic data traffic.
