Venezuela tax administration simplification

Overview

Venezuela’s National Integrated Customs and Tax Administration Service (Seniat) has implemented several measures to modernize and simplify tax administration.

In late July 2026, Superintendent Román Maniglia announced that tax officials would no longer require businesses to physically display the Tax Information Registry (RIF) or other tax documents already present in the agency’s database. This temporary suspension of the display requirement was intended to remain in effect until electronic and telemetric verification mechanisms are established.

By mid-August 2026, further reforms were published in Official Gazette No. 43.435 via Administrative Provision SNAT/2026/00080. A central component of this reform is the elimination of the RIF expiration date; the registry number is now permanent, removing the previous requirement for periodic renewals. While taxpayers must still update their information regarding changes to corporate names, fiscal addresses, or shareholder compositions, they are no longer required to renew the registry solely due to a deadline. Specifically, taxpayers are legally obligated to update records within one month of any changes to personal, fiscal, or legal data.

The new RIF format includes a QR code to allow real-time authenticity verification by authorities and third parties. The reform also emphasizes total digitalization, mandating that all registration, modifications, and updates be conducted exclusively through Seniat’s electronic channels. Additionally, the government repealed the requirement for the homologation of computer systems used for generating invoices to lower technical barriers for formal billing.

Further administrative streamlining includes the interconnection of Seniat with the Servicio Autónomo de Registros y Notarías (Saren) and the banking sector. This integration aims to allow data provided to Saren to be automatically incorporated into Seniat's systems and to automate notary procedures and tax payments. Furthermore, Delcy Rodríguez ordered the elimination of mandatory physical ‘bulletin boards’ that businesses previously maintained to display various permits, as these can now be verified digitally.
